[Metisse] Window decorations / management glitches

All Sticky windows has this kind of decoration (try to stick a window
via the window menu). This allows to distinguish this kind of window.

I just implemented _NET_WM_WINDOW_TYPE_SPLASH (cvs update in fvwm-insitu)

Yes, this comes from the recent "ewmh desktop" Super key bindings fix
(went to fast). Will be fixed at the next config commit.

The patch is ok but Ia Ora centered :o) We should add new FvwmCompositor
commands to set the shadow sizes and the fold borders colours (and a lot
of other things: the colour of the pager mode bg, the alpha for menu and tips
(independently), ...etc.).
